The announcement follows the Reserve Bank of Australia’s recent conclusions paper on Merchant Card Payment Costs and Surcharging, signalling a major shift in the Australian payments landscape. From 1 October 2026, the reforms will introduce lower interchange fee caps, stronger fee transparency requirements, and new powers for card schemes to prohibit surcharging. Together, these changes are expected to accelerate the move away from traditional cost‑recovery models and place greater pressure on payment service providers to clearly demonstrate tangible value.
